weechat: add configuration to dotfiles #112

So far I've been setting my weechat configuration using /set. It's not portable from one machine to another. I would like configuration to be checked in to dotfiles, and sensitive files to be symlinked to an encrypted store.

all my weechat configs are in a cloud storage directory now. not going to check them in to source control.
