Device Management - cannot add devices if account has no devices #313

  1. Browse to omnistaging.azurewebsites.net/emp, chrome 43, windows 8.1
  2. Select the Edit button for an account from the main page
  3. Select the Devices tab

Actual - no devices displayed, only see "Close" and "Save Devices" buttons; no grid, no button to add devices

Expected - able to add devices
