If a Sendum device is powered by what is called an accessory pack (external battery), it cannot return CAP_REMAINING (inserts -999 for the value). Those devices do report VOLTAGE, but that is a different measure - means something different so we need to carefully think thru what we want to do w/ Last Report grid, Alerts, and Reports
