User Management - need a way to set 'working hours' #330

Working hours is the Omni feature that ensures alerts are not delivered at inconvenient times (e.g., quiet times). The design is kinda clunky (a shift id is assigned to each user; a row is created in the Shift table w/ an identifier for 'working hours' (when to deliver alerts), a row is created in Hours table w/ start/stop hours (24 hr notation) for each user. I also recall being told it was only possible to have a single set of working hours per account - but since there doesn't appear to be any way to associate working hours w/ account, perhaps that was because of the difficulty of getting the data correct.

I think we should mark this version 2.. this will take a bit of time for only 2 users that currently use this Marie & George for sempra. Lets make a new milestone for v2 enhancements and then update to that if possible please.
