api.avatar_upload does not actually resize the image

What steps will reproduce the problem?
1. go to www.jaiku.com and take a look at a random avator img, say
http://www.jaiku.com/image/springnote%40jaiku.com/avatar_489254e4eafb446ebf08b8c
81ae2fde0_u.jpg
2. check the resized ones, (_t, _f, _m)
3. they're all the same size! and they retain the original encoding (not
necessarily jpeg)

What is the expected output? What do you see instead?
resized images in jpeg format

Please use labels and text to provide additional information.
Discovered this bug while I was trying to document the api
