This is a port of our recent DB script and ENV based deploys from bubs-timber: https://github.com/patronage/bubs-timber/pull/149

To test, copy these files to a current bubs-next site. After setting up wordpress/.env based on this PR, you should see the file in git, and the export/import tasks should work.
