Supporting the uses cases for Tile component #1249

With issue #1211, the cards design is updated to include several uses cases including the selectable and clickable cards. The updated design can also cover the use case for current PF tile component.

This issue is created to review current tile use cases, come up with design iterations using the new card designs. Once we figure out that the new card designs can support tile use cases, the tile component then can be deprecated eliminating the needs for maintaining a separate PF component.

@pankajshivpuje this feels like a duplicate of https://github.com/patternfly/patternfly-design/issues/1244 which was assigned out to @yichen1yu this morning. I you both want o work together on that, I will be glad to add you to the existing issue, @pankajshivpuje, and close this one.
