Navigation: perspective switcher in nav #1305

Pre-requisite for https://github.com/patternfly/patternfly/issues/5776

Products support a perspective switcher in the navigation rather than the masthead. If they cannot make the change to our context switcher in the masthead can we support a menu toggle in nav to support their use case.
