  2. [x] update to lit 3
  3. [x] update to ts 5.3

@bennypowers, this will bump us to PFE 3.0, eh? I think this will be a good step (or another step closer) toward alignment with PatternFly 5 (and soon to be 6.0). Also, Lit 3.0 = PFE 3.0 is a nice coincidence.
