Bug - Section overview pages get an empty tile for themselves on reload #4210

Describe the problem The section overview pages sometimes have a tile for themselves and sometimes not - e.g. https://staging-v6.patternfly.org/extensions/about-extensions from the navigation does not have a tile for itself, but hitting reload causes one to appear.

Also https://staging-v6.patternfly.org/design-foundations/about-design-foundations/ https://staging-v6.patternfly.org/layouts/about-layouts/ https://staging-v6.patternfly.org/utility-classes/about-utility-classes/

Relate? The Motion tile on the design foundations page does not have a description (but is correctly linked)

FYI the Motion card does not have a summary created for it, so it's correctly showing the title and a blank where the summary would be displayed.

We can add a summary to be displayed for the Motion section in design-foundations-data.json
