Fix release process to match other extensions #221

Currently QS is the only extension to follow a different release process, we should standardize this process

Automatic releases to prerelease, only release at sprint boundary if changes went into extension

QS is currently publishing a prerelease candidate every time code is merged to main so minimum requirements for this issue are probably met, however QS still needs some additional updates
