Update Quick Starts to match ext standards

We'd like to check all extensions to try to update dependencies, node versions, etc. to ensure that our support is consistent across PF and our extensions.

• React 18 support, node 18
• Webpack 5 (and general dependencies update)
• A11y (at least testing on each PR)
• Linting - bump to version 8

@jessiehuff It seems like A11y tests are running for each PR build already. Is there something specific that needs to be changed on that front?

If they're already running and good to go then I would say that's fine. :) The bullet points are intended essentially as boxes to check that each of our extensions are meeting. If one of them is already done then all the better!
