2.1 UX: Create Project Flow, Step 1 #284

Step 1 of the new Create a Project flow guides users through getting a raw data 
file into Refine from:

- This Computer
- Google Spreadsheets
- a URL
- the clipboard

clicking "Next" here will take users to Step 2, documented in the next issue, 
where they will preview and edit import options.

I'm impressed, this looks great.

When we get Fusion tables support, will we add an additional tab for that?
