Feature: Setup Wizard for new Grocy Installs

First setup of grocy is a pain.

This app could (and these are individual features, but as an epic, wanted to capture this)

• detect empty qty units, look at the user locale, and suggest some country defaults
• detect empty shops, ask the user for location access, and suggest the X nearest butcher, baker, supermarkets in a 10km radius, by querying openstreetmap by overpass.
• model user fields on shops with lat/long, or even publish zones to homeassistant?
• ask the user if they want a prompt on entering a shop/zone to get a notification of their shopping list? (Link to hassio automation setup guide?)
• set the default currency based on locale?

Our app is not intended for setting up a new grocy installation. These things are a feature for the server interface (maybe there are already open issues for that in its repository). We are also limited in the possibilities of the API and with that there are no config changes possible (I mean the configuration file on the server).
