The base recipe for mass generated recipes like the color variations should be editable. SO in the base modpack the recipe should be declared. That way, with a datapack, a user can change the recipes from iron ingots to copper nuggets or wire if their modpack has it. Then on launch the mod regenerates the recipes using the new template.

you can use CraftTweaker or KubeJS to tweak recipes
