(pshtml.powershell) .nuspec file saved without BOM #178

Expected Behavior

The https://github.com/pauby/ChocoPackages/blob/master/automatic/pshtml.powershell/pshtml.powershell.nuspec#L38 file shows all characters correctly.

Current Behavior

The pshtml.powershell .nuspec file was saved without a BOM as can be seen at https://github.com/pauby/ChocoPackages/blob/master/automatic/pshtml.powershell/pshtml.powershell.nuspec#L38

This was fixed at https://github.com/pauby/ChocoPackages/commit/ddc62b9c57f05e09f9edd39c716a768b7fdba69b

The .nuspec files don't need a BOM applied to them. The author line and copyright now look correct.
