Preferences button #41

We need to implement a Preferences Button. Its functionality is to show a frame with a menu. The users must have the possibility to change the language (english/ romanian), some colors of the element from the main frame and the text's font, size and color.

All button's features will be implemented at the left of newsArea as a list of options.
