Compatibility with future rstan #29

Hi Paul,

This PR adds the changes to compiler flags that are needed for RStan 2.26. This package only needed the additional flag for handling whether stanc2 (rstan 2.21) or stanc3 (rstan >= 2.26) was used for translated the Stan code to c++
