Fix slight issue with rubocop and Rails #50

What does this PR do?

Makes the rubocop.yml not use Rails as this was causing Pronto to fail

I feel like Im littering PRs here but I didnt want to sneak this into one of my other PRs

Oh, it seems like github token from your fork doesn't have permissions to create status/comments in mine. I'll poke around and see how this is supposed to be accomplished.
