CDS not reflecting input value when :time=>true #184

What steps will reproduce the problem?
1. set :time=>true
2. populate text field
3. popup calendar

What is the expected output? What do you see instead?

CDS should show displayed date in text field

What version of the product are you using? On what operating system?
1.15

Please provide any additional information below.

Need some tips on how to coordinate calendar with contents of text field if
time is specified.
