docs: fix for node 12, upgrade docusaurus

Problem

Docs aren't building on Node 12

Solution

• Upgrade docusaurus
  • Requires nohoist on html-minifier-terser due to https://github.com/facebook/docusaurus/issues/3515#issuecomment-707145367
• Fix broken links
• Change github action to be simpler
