Added an optional element for the key itself #2

This came after a discussion with James at IANA where he said IANA was fine with publishing the whole key in the trust anchor file.

FWIW, Akamai are happy with these changes and it would solve their issues getting the public key before it appears in the root zone.

I agree with Jakob's changes to make the key format be base64 instead of hex, even though the DS in in hex. Whoever came up with having both in 2008 or so should be very embarrassed.
