Actions label placement bug #75

Based on watching a few user tests, the actions labels often pool up in the middle and don't arrange around the rays. I can't repro this on my machine, but here are some captures from the test.

@nicolettehayes saw this happen when testing on a touch device for #46 as well. I still can't repro tho, even following the steps taken by the tester in the video above...

Got a repro from Mickey Lemle -- this happens consistently on Safari, when viewing any emotion's Actions section.

Mickey is filming Friday, so we need to have a fix on studio by then. P1-ing.
