Based on discussions in the issue around Better Nether tool balance: https://github.com/paulevsGitch/BetterNether/issues/253

All these values are subject to change based on that discussion.

cinn 512 -> 300 ruby 1300 -> 750 cinn-diamond 1800 -> 1650

Additionally, updated the balance PR to contain an re-balance of the enchantability of the cinn-diamond tools to be closer to that of terminite and diamond rather than gold

cinn-diamond 22 -> 12
