Make compatible with Open Badges #55

I'm interested in seeing the achievements plugin made compatible with the Open Badges spec.

There are probably two ways of going about this:

Make it possible for achievements created with this plugin to be read by WPBadger, which is already compatible with the spec. This may require some kind of hook added to the software to allow this. (OR)
Generate assertion files (spec within the achievements plugin, becoming Open Badges compliant without requiring another plugin like WPBadger.
