My uname -r is 4.19.81-microsoft-standard

Just out of curiosity... Is that an insider build? WSL2?

On my Win 10 1909 WSL this is shown:

$ uname -r
4.4.0-18362-Microsoft

So, the (pseudo) kernel version, followed by the Windows 10 build number and the text Microsoft.

In your case it looks quite different.

You're right, it's an insider build with wsl2
