Publishing PWMetrics in GitHub Package Registry #215

Currently, we are able to publish PWMetrics in the scope of GitHub Package Registry, I'd like to hear from folks if everyone is ok with that.

Hey @denar90 sorry for the late reply, fine by me. Since I haven't been able to contribute/maintain this repo feel free to proceed as you see fit, I trust you to good care of pwmetrics :)

I found interesting note in docs:

GitHub Package Registry only supports scoped NPM packages

https://help.github.com/en/articles/configuring-npm-for-use-with-github-package-registry#authenticating-to-github-package-registry

I think we shouldn't publish in in GitHub Registry, for now, to not confuse users.
