Issue summary:
Cannot generate new projects since 4/30/2015 from user ID 
mobileapps@dmeautomotive.com
Getting next message: You have exceeded the quota for project creations per day.

Steps to reproduce issue:
1.Logon to code.google.com with user id mobileapps@dmeautomotive.com
2.Click Select Project, Create New Project...
3.In New Project window put project name (Try any valid name)
4.Click Create button
5.Activities popup window will show details, where new project will try to 
create but will fail with Details: You have exceeded the quota for project 
creations per day.

Expected output:
What do you expect to see after performing the above steps?
It should generate new project.

Actual results:
What do you actually see after performing the above steps?
Warning message: You have exceeded the quota for project creations per day.
Cannot generate new project

Notes:
This is a hight priority issue that needs to be resolve ASAP.

This is related to the Developers Console, not Google Analytics.
https://developers.google.com/console/help

You have somehow hit the daily limit on creating new projects. My suggestion is 
to use an existing project instead of creating a new one.
