Get upload date via API #729

Name of related component: Management API

Request summary:
It would be very useful to be able to get the upload date when grabbing the 
list of uploads of a custom data source with the API.

Use Cases:
We have a tool to manage cost data upload and we would like to be able to 
present upload status and integrate the data upload rollback.
Sorting by date is mandatory for this purpose
