Why do we need this?

https://files.pythonhosted.org/packages/19/af/53a7acd99ea6b0260c519882bdbbb295a70320fc1c7aeb70c6160443178a/django-dynamic-fixture-3.1.1.tar.gz doesnt include a LICENSE, or a README. MANIFEST.in is the traditional way to solve that.

I've also included sufficient files to be able to run the test suite from the PyPI tarball, as that makes it easier for distros to manage packages for this test helper, which is needed for testing the packages which use this helper.
