Announcement/Disclaimer #13

An announcement or disclaimer stating that the page is under active development should be displayed on the published digital handbook page. This has been implemented in 58ef441959f8aaa66711c2a7bc60ea37c47e9b0e using the announcement field in the _config.yml file, but the feature is not yet supported by Jupyter Book (as of v0.12.3).

Check if this is supported upon the next release of Jupyter Book.

This was fixed by the switch to readthedocs to host the digital handbook, because it uses the latest development version of Jupyter Book.
