Add methods chapter #21

Add a chapter Methods to the digital handbook by using Part II of the New Reliability Prediction Methodology Aimed at Space Applications Reliability prediction handbook for space applications. This chapter will be the second chapter after the Methodologies chapter and before the EEE chapter. The document can be found here.
