[x] Rename the miscellaneous guide file from miscellaneous_reliability_guide.md to reliability_guide.md to avoid redundancies in the file path.
[x] Rename the table of contents entry from Guide Miscellaneous to Guide (avoiding capitalization and redundancies)

(I would do it myself, but you might be working on those files at the moment)
