Review of EEE chapter

While reviewing the EEE chapter, I run into the following issues:

• [x] On this page change the numref annex links to refer to the annex names (i.e. Annex A instead of Section 3.6)
• [x] Rename Bibliography to Bibliographic References
• [x] There is a missing link to the Annex on this page
• [x] Shouldnt E_{a} just be E_a on this page
• [x] ~Remove empty Annex A and C~
• [x] ~Section 3.4.3.3 is too long - can we split it up into separate pages?~
