[WIP] Deploy Jobs Release

Migrate to backend v4 with a job configuration.

This is a WIP thread used for deploying to development.

• [ ] Deploy v4 and test basic functionality
• [ ] Switch to release-jobs branch
• [ ] Create test job config
• [ ] Add rabbitMQ to job config and test archiving
• [ ] Add email to job config
• [ ] Test that all features are working as in v3

Deployment didn't work because this PR comes from my fork (which doesn't have permission to push images). I will continue from #234 instead.
