[WIP] Deploy Jobs Release (local branch)

Migrate to backend v4 with a job configuration.

Note: this is equivalent to #233 but from a branch rather than a fork.

This is a WIP thread used for deploying to development.

• [x] Deploy v4 and test basic functionality
• [ ] Switch to release-jobs branch
• [x] Create test job config
• [ ] Add rabbitMQ to job config and test archiving
• [ ] Add email to job config
• [ ] Test that all features are working as in v3

Keycloak and functional accounts now work. jobConfig.json gets created from the github secret.
