Update job test config file #246

  1. Remove configVersion from inside each job and keep only one configVersion at the top of the file.
  2. Add configuration for archive, retrieve and public jobTypes, to accommodate the new test functions that are checking whether the jobtype matches the datasetLifecycle.state of the requested datasets.

Shouldn't this be merged into the release-jobs branch?

Good point, @sbliven. I changed it to release-jobs, but I am unsure why that one check is failing.
