bug? Disch of vol = 0 getting flag/error #295

those flags were manually applied, I wouldn't want the program to interfere. But I could imagine a function in the responder to un-apply flags in tanks without US Discharge or something. What would you think about something like that?

that would be great! It would be cool if the reviewer 'saw' at the end of a review which tanks had 0 US discharge (excepting the tanks that have nulled/flagged discharge locations) and grayed them out (and then also excepted those tks from any responses), but that's a big request ;).
