Define basic query for weather stations #1

Add possibility to query weather stations

Changes:

setup project dependencies credit to https://github.com/diskuze/akademie-fastapi
add basic query for weather stations overview
introduce dev dependencies to project (+configure the tools)
try to add basic tests - skip/leave as WIP for now (was taking too much time to figure out)
