Add cd workflow for GitHub Pages #17

Configures a new workflow that deploys the TODO App to GitHub pages after every push to the main branch.

Since we're using Vite, I used the workflow template they provide in their docs: https://vitejs.dev/guide/static-deploy#github-pages
