PawGUI - Themes

Default location of themes and custom themes to be under the resources folder.

Problem: current locations: themes/ themes/custom/

Goal: resources/themes/ resources/themes/custom/

Moving to Summer 2024 and should be launched before "The Summer of GamePencil" event in case people contribute new themes.
