Update Paddle to ~> 2.5 #1038

Updates the required Paddle version to ~> 2.5. Also fixes the regression in 2.3 for error generation, found at https://github.com/pay-rails/pay/pull/1009#issuecomment-2263520217

Looks like tests are failing due to Rubygems caching issues
