Update terraform version to 0.11.7 #8

This provider doesn't work with the new versions of Terraform.

Before merging, need to merge this in the go sdk : https://github.com/paybyphone/phpipam-sdk-go/pull/3 And then modify the vendor.json to fetch the new version of sdk
