Addition of a create as draft option to action #26

There was a need to create PRs in another repo as a draft PR. This commit adds an optional argument of create_as_draft that may be one of yes, 1, or true to enable the PR created to be a draft PR.

Additional changes to the README.md made to match markdown linting.

I don't have also, better to fork and move on @bigmikef, don't know if there is someone that really cares about it anyways!
