This revision is ready for review and merge.

Initial changes for gatt-next (v4).

Support both server (peripheralManager) and client(slaveManager).
Support both Linux and OSX (not very stable though).
Extend the request handler to descriptor level.
Decouple advertising and add/set services.
Support iBeacon advertising.

For Linux (via Option):

Support sending HCI raw command paccket. User can send vendor command by implementing cmd.CmdParam interface
Can probe available HCI devices automatically.
