[BUG]: Clicking on credit card payment has a probability of triggering PayPal's payment pop-up window

🐞 Describe the Bug

There are two buttons on the page, one is PayPal Pay and the other is Credit Card Pay. In some cases, clicking on Credit Card Pay will pop up a payment window with PayPal content。

😕 Current Behavior

null

🤔 Expected Behavior

Click on the credit card to pay 100% correctly and the credit card payment window will pop up

🔬 Minimal Reproduction

1. open link https://paypal.github.io/react-paypal-js/?path=/docs/example-paypalbuttons--default；
2. Find the button example inside；
3. There is a probability that when switching back and forth between PayPal and credit card payments, clicking the credit card button will pop up the PayPal payment window；
