quit job if one of submodel's executables is not found. #231

Situation: one of the submodel's executables in config.yaml contains a typo, is not found.

Current behaviour: executable is excluded from manifest, but other submodels are started. They wait for the missing submodel's data until the walltime runs out.

Expected behaviour: payu refuses to submit run, or exits run early with informative error message.

Seems reasonable. I thought payu checked if there was an executable. Which (sub)model was this @HoWol76?

In my case, it was CICE
