Add conda publish workflow #342

This PR adds a github workflow to publish payu to the accessnri conda channel. It's trigged by a new tag being pushed. Usually, I would do this by creating a release with the GitHub UI.

I've also updated the Python versions in CI.yaml and removed the .circleci directory.
