Time difference between pump and uploader not accounted for history requests #214

Time difference between pump and uploader not accounted for when calculating RTC range for history requests.

As long as the time difference is relatively short ie. minutes this will not effect handling but with the seasonal clock change of 1 hour this will cause history to not process some requests.

Workaround: adjust pump clock to current time
