move irc channel from freenode to libera #1586

Hey, as we all know, frennode is dead, yet, the channel for alot hasn't moved to libera as many other projects have. Perhaps it's time to finally consider it ?

Yes, good idea. What's there to be done except join that network and #alot, and change our docs? P
